  Ladies and gentlemen, distinguished guests, dear friends,

  Good evening!

  As spring warms the earth, all flowers begin to bloom; as the festive season arrives, everything is fresh again. I am very delighted to have all of you here celebrating this spring festival together. First of all, on behalf of the Consulate General of China, I would like to warmly welcome the Government officials and friends from various sectors of Sabah-Labuan to tonight’s reception. Wish you a happy Chinese New Year!

  I would like to particularly welcome and thank YAB Tan Sri Datuk Seri Panglima Musa Haji Aman, the Chief Minister of Sabah. Thank you for attending tonight's Chinese New Year Reception as the guest of honour at the invitation of the Consulate General, and joining us in the reunion dinner for celebrating the Chinese New Year.

  This is my first time celebrating the Chinese New Year in Sabah, Malaysia. Although I am in a foreign land, I feel the cheerful atmosphere of Chinese New Year. Lanterns and festoons are decorated in many places. The dragon and lion dances are performed in various occasions. The traditional Chinese culture has lasted for thousands of years without interruption. Even now the ancient customs, culture and skills are still glowing with great vitality. Hundred years ago, ancestors of the Chinese people endured hardship and arrived in Sabah, where they finally settled down and made pioneering efforts. They upheld and promoted the Chinese traditional culture, and lived harmoniously with people of different ethnics at the same time. They made great contributions to the economic development and social harmony of Sabah, as well as the friendship between China and Malaysia.

  Dear friends,

  As we farewell the year of the rooster, here comes the year of the dog. The outgoing year 2017 is of special and high significance to both China and the world.

  For China, the 19th National Congress of the Communist Party of China formed the major judgments that socialism with Chinese characteristics has entered a new era, put forward Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, set the “Two Centenary Goals” and embarked on a journey to build a modern socialist China in all aspects.

  As far as the world is concerned, the human society has once again come to a crossroads of history. Should one opt for openness or isolation, cooperation or confrontation, win-win or zero-sum game? As all the countries are concerning and discussing the questions, China has given its solution of building a community with a shared future for mankind. That is to say, China believes all countries should cooperate to meet challenges in building a peaceful, secure, prosperous, open and beautiful world. For this reason, China has advocated and actively promoted the Belt and Road Initiative, in the expectation that the lands of milk and honey will once again bring well-being to the people along the routes.

  The outgoing year 2017 witnessed continuously deepened bilateral relations between China and Malaysia and closer cooperation between China and Sabah. China-Malaysia relations, which are at the best time of history, have entered a fast lane of maturity, stability and all-round development. The cooperation and exchanges between China and Sabah-Labuan in various fields are developing rapidly, leading to ever closer relations among the people of the two places. Last year, 430,000 Chinese tourists visited Sabah and the number of direct flights between Kota Kinabalu and the cities in China increased to nearly one hundred per week, greatly boosting the development of tourism and other related industries in Sabah. I believe, in the very near future, the goal of reaching one million Chinese tourists coming to Sabah, as set by the Chief Minister will soon be realized. At the same time, more and more people from Sabah-Labuan go to China for business, families visiting and sightseeing purposes. Last year, the Consulate General issued over 25,000 visas. More and more Chinese companies have shown their interest in Sabah by setting up offices and participating in major local projects here. Chinese companies including China Railway Engineering Corporation, China State Construction Engineering Corporation, Sinohydro Group Ltd, Shanghai Construction Group, Guangdong Guangken Rubber Group Co,. Ltd, together with local partners, have respectively launched a number of projects in the fields of infrastructure, hotel, housing construction and rubber planting.

  In the New Year, both China-Malaysia cooperation and China-Sabah cooperation will see new opportunities and will progress to new levels. China’s “Two Centenary Goal” is highly compatible with Malaysia's 2050 National Transformation plan. The Belt and Road Initiative promoted by China can be fully coordinated with the Sabah Development Corridor plan. Owing to the complementary advantages of the two sides, the prospect of cooperation is broad.

  Dear Friends,

  The Chinese nation has a long history and splendid culture. Its Four Great Inventions have made tremendous contributions to world civilization. Last year, young people from 20 countries along the routes of the Belt and Road selected the “Four Great New Inventions” of the contemporary China, which are High-speed rail, E-Commerce, Alipay and Dockless shared bicycle. In the eyes of young people, China’s Four Great New Inventions have deeply impacted their daily life.

  2018 marks the 40th anniversary of China’s Reform and Opening Up, as well as the 15th anniversary of China-ASEAN strategic partnership. China will strive to translate the blueprint outlined by the 19th National Congress into reality, instead of pursuing unsubstantial ideas or superficial fame; China will surmount all obstacles to carry the reform further to its ultimate triumph; China will continue to deepen relations with its neighbors in accordance with the neighborhood diplomacy of building friendship and partnership. The Consulate General will also continue to devote itself to promoting the China-Malaysia relations and the China-Sabah win-win cooperation to benefit the people of both places.

  I am very pleased to hear that the China-Malaysia friendship has gained new achievements at the beginning of 2018. Giant pandas from China "Liang Liang" and "Xing Xing" gave birth to the second cub in Malaysia, which a good sign and a good start for the relations between the two countries this year.

  During my brief five-month stay in Sabah, I have heard many touching stories about the historical exchanges between Sabah and China. I feel the full support extended to me and the work of the Consulate General by the Chief Minister YAB Tan Sri Datuk Seri Panglima Musa Aman and all levels of the government in Sabah. I feel the friendly sentiments of Sabah people towards China. I am impressed by the perseverance of the local Chinese who have settled down in Sabah while upholding and promoting the Chinese traditional culture.

  May the year of dog bring auspicious and good luck to you! In the bursts of firecrackers, surrounded by the warmth and peaceful festive atmosphere in which all ethnic groups cerebrate the Chinese New Year together, let’s wish for the prosperity of both China and Malaysia, peace and happy life of the people of the two countries! To a wonderful, successful and prosperous Year of the Dog for the people of Sabah-Labuan! Gong Xi Fa Cai!
